Our Mission
To conduct voter registration and voting processes with the highest level of professional election standards, including accountability, security, and integrity, thereby earning and maintaining public confidence in the electoral process.
Leadership
Shawn K. Brom serves as the Registrar of Voters for San Diego County. With more than 25 years of experience in election administration, Brom leads the department in upholding San Diego County’s long-standing reputation of conducting fair, transparent, and accurate elections. Under his leadership, the office is focused on accessibility, security, voter education, and community engagement.
What We Do
With a current registered voter population of over 2 million, the Registrar of Voters works to ensure widespread, ongoing opportunities to register and vote in fair and accurate elections for all federal, state, and local offices and measures. Our responsibilities include:
- Election Administration & Security: Planning and conducting elections for federal, state, and local offices, including propositions and measures, while implementing safeguards and quality assurance procedures.
- Voter Registration: Maintaining accurate voter records and providing registration opportunities.
- Petition Processes: Providing access to information for initiative, referendum, and recall petition processes.
- Campaign & Candidate Services: Managing candidate and measure filing and financial disclosure.
- Election Materials Development: Preparing election notifications, designing ballot layouts, and assembling voter information guides.
- Public Education & Outreach: Informing voters about voting options and deadlines, participating in community outreach events, and hosting registration drives
- Mail Ballot Operations: Assembling mail ballot packets and processing returned ballots.
- Vote Center Operations: Securing vote center locations and recruiting and training poll workers.
- Tabulation & Certification: Counting ballots, reporting results, and certifying the election.
