Military and Overseas Voting

Here is the way to vote if you are:

  • U.S. Navy, Army, Air Force, Marine Corps or Coast Guard
  • Merchant Marine
  • U.S. Public Health Service Commissioned Corps
  • National Oceanic and Atmospheric Administration (NOAA) Commissioned Corps
  • Activated status of National Guard or state militia
  • Eligible spouses or dependents of the above
  • Eligible U.S. citizens living outside the United States or District of Columbia

Register to Vote and Apply for a Mail Ballot

FOR Active Military and Dependents Living Outside San Diego County or Civilians Living Overseas

  • You may register to vote and apply for mail ballot here »
  • Using the Federal Post Card Application (FPCA) linked above you will obtain permanent vote-by-mail status
  • Permanent vote-by-mail status for overseas government staff is also called UOCAVA, which stands for Uniformed and Overseas Citizens Absentee Voting Act 
  • To ensure you receive your voting materials before each election, please use the FPCA form when you change your address, your mailing address, contact information or voting preference
  • Hard copies of the FPCA are available at U.S. embassy or consulate offices, and military personnel may get them from their Voting Assistance Officer
  • Be sure to fill out your overseas address and don't forget to sign the FPCA

How to Return Your Vote by Mail Ballot

  • You may fax or mail your marked (voted) ballot (Please see below for numbers and addresses) AND completed Standard Oath of Voter form, which you will receive in your mail ballot packet
  • California state law does not allow for voted ballots to be sent via email
